Hey all,

Does anyone know of any good health insurers in Arizona that specialize in any of the following:

1. Small business insurance
2. Individual insurance
3. State-sponsored small business insurance
4. State-sponsored individual insurance

As for the definition of "good", I'm just looking for value programs, low-cost programs, and sensible insurers. No providers that are known for using sleazy loopholes.

I'm not from Arizona nor do I live there; I'm trying to help some friends out. Thanks for the help, I really appreciate it.
