My frenulum thing idk how to spell is attached to my foreskin. Is that normal and can i retract my foreskin fully later on? i'm 13

You have something called frenulum breve. It can be fixed through dedicated stretching techniques with the help of steroid cream from a doctor (that can only be prescribed) or through a simple procedure called a frenuloplasty.

You probably won't be able to retract your foreskin unless you see a doctor.
