Do you already have a parenting plan set up? Unless you can prove he is unfit due to alcoholism and drugs, you cannot require he do those things. Bringing anyone in to testify to 'prove' your point (his cousin says he was drinking!), is just hearsay and is not admissible.
NOW, lets look at the reality: write down EVERYTHING. Every time Jared calls. Every time you remember he picked Ry up. Every time he brought him back (late? early?). Does he pay child support? Does he buy diapers? Formula? Clothes?
If you are afraid he cannot take care of Ry, or that he may run away with him, supervised visits are not all the out of the ordinary. However, he will have to pay for a Court Approved supervisor - so that might be a hardship on him financially.
Since you called the police due to the fight and not being 'allowed' to get your own son, you should have a much easier time getting a restraining order.
