Q: Foreskin won't fully retract

Hello all. i'm 21 years of age. I am uncircumcised. I have a dilemma. My foreskin will retract fine when I am flacid-- the foreskin slides down towards the base of the penis. But, when I am erect, my foreskin won't fully retract. It retracts about halfway down the head of my penis. When I manually pull it any futher, there is a slight pain. I am wondering what is possibly wrong. Everyone else's penis if they are uncircumcised retracts fully with the foreskin slid back showing the penis head.

i have the same problem
my foreskin does not go all the way down . actually not even halfway .it only goes down only half of the head . i think i will be having problem if i try to have sex . because of that i haven't had sex till now. because i am afraid . my age is 20. ...every others foreskin goes down but not mine . what is the problem ? please i need an answer....
