Q: foreskin problem after cleaning

my problem is dat one day i jus slide ma forskine on ma penis and just cleaned it..and after dat it wasnt coming back to its first place ..on da first day it was irretating but now ders no irretation or anythingg but will it not come back to its first place nowit has jus stuck on da head.please advise me am i completely normal?
