I have a number of questions:

1) There is a small strip of skin attaching my foreskin to my glans, this makes retrating the foreskin painful or impossible, is this normal? Or am i one of those 8% minorities that has this condition? (Im not circumcised)

2) My foreskin fuses to the penis itself about halfway down the shaft, it looks completely normal, and not a product of mutation or circumcision, but is it?

3) I have never had a wet-dream, yet I am able to ejaculate on demand, did i just skip a step, or is what I think is sperm actually just pre-ejaculate?

Answering your first question, having an attachment between foreskin and glans is normal. The answer to your second question - yes, it is also normal. Probably you may need to wait a year or so before you experience wet dreams when puberty will be fully set in, as you are 13 years old. Thank you.
