I'm 17 and ever since I was 14, my foreskin hasn't completely covered the head of my penis (while flacid).

Should I get this checked out?

nope. foreskin varies. for some people it covers significantly more than the entire head, and for some it doesnt even completely cover it. dont worry about it.
