Flickers fingers and clumsy

my 3 1/2 yr old daughter flickers her fingers. she does it to her blankets, while shes hugging some one and when you talk to her, i tried to stop her and she yelled at me "i cant look at you" so i asked her why she does it she said "because" so i asked her do you know why you do it her answer was " yes me no can talk you" she is also overly clumsy she always walks in to things that shes can see. she walks like shes stiff and her hands are always held in an awkward way. she also can only talk in 2-3 word sentences most her words still come out as gibberish. when she was 11 months old i had to physically teach her how to roll and sit, but if she could reach furniture she would pull herself up and walk. she also draws circles nonstop and can not draw lines.
what could be wrong with her?
