Flat-Rate, Non-Tension, Local Anesthetic Procedure???

I have a very slightly protruding umbilical hernia that is only noticeable to me. However, it has been causing me pain in the gym during certain exercises and I fear I'm just to make it worse unless I get it repaired.

For insurance reasons I've been looking into flat-rate hernia repair centers and found one in PA that claims to do a "non-tension" procedure under local anesthesia.

Anyone ever heard of this? Would this be a good procedure for my umbilical hernia?

Also, if anyone knows of any other good flat-rate surgeons, please let me know. I'm looking for a surgeon in the northeast, preferably, but would be willing to travel if the price and surgeon is right.
