Q: Failed Cerclage

Hello,
I had an emergency cerclage placed at 16 weeks. Yesterday when I went in for the follow up appointment I was told that my cerclage was not successful and that the bag of water was out of my cervix and close to vagina. The doctor told me that there was nothing they can do; especially not a second cerclage. The doctor said that the bag of water was way too out and that it would be dangerous. I didn't have cramps, bleeding or any pain. I did have occasional pressure down there. I was sent home and told to wait it out (bedrest) until my water broke. Today I am feeling sharp pains on my right side and occasional pressure. I feel "wetness" down there; like drops constantly. Is my water breaking? Is there anything I can do to save my babies?
I am having twins and I have been on bed rest since cerclage 2 weeks ago.
