Q: erectile disfunction

For the last few months my penis has developed two flat spots, one on either side about 2cm up from the base so that when I have an erection, it looks as if a rubber band has been put round it and causing a restriction. It seems that the tissue in these two areas are not receiving blood. What can I do to resolve this problem ?
