I had delayed puberty, maybe around 16 I started developing pubic hair. I had facial before I started having pubic hair. My body grew (size wise normally).
Now, I am 28, I have hair all over, lots of pubic hair, ..etc But my penis "when not erected" like as little as when I was 13. When erected, the length is average 6 inch. The Girth is pretty small. My tests right now are as small as they were when I was 13 or 14.

I played sports all my life, semi pro, ..etc. If I dont work out, my arms will be little, if I dont work out, my chest will have a noticeable gyno. When I work out, my body looks more manly (when cloth are on) than the most. When cloth are off, you see many different things, the penis, the chest, the shoulder, ... but lots of hair.

When I store fat, it goes right away fro bullocks and hips.

Is that Effects of Delayed Puberty in Adulthood?

no. so don't worry, your genes determine this and your penis is normal so stop worrying about that also
. ever notice how some women have huge hips and no top, it wasn't because of delayed puberty; it was in there genes somewhere
AND IF U DON'T like it there is always lipo suction which wasn't always available to people.
. . so enjoy the rest of your life because u r in good company of near 7 thousand million humans (see how small your butt just got)
