Q: Ear problems ongoing

I live 1000 ft above sea level.My troubles began a year ago. I have runny ears. No pain or nausea. The doctor has given me 4 different kinds of antibiotics and syringed my ears twice. It clears up for a week then reverts back to runny, with dry flaky skin.
I thought I might be allergic to my shampoo but this wasnt the case. I am now thinking I might have caught something when I went swimming on the beach, it is not a very clean beach and I think there is a sewer that flows into it nearby. can anyone help?
