Q: dryness around penis diagnosis

and area around the base of my penis has become so dry it looks white. i mean when i put lotion down there everything looks fine. but what could be the diagnosis on this.. i am sexually active. and i dont think its herpies cause there are no open sores.. so whats up? it usually gets real dry after sex or when i shave the base of my penis

it looks white until i put lotion on it then it looks like normal skin
