Q: Dry flaky skin around ankles

Suddenly about three months ago the skin around my ankles started to peel. Large patches would appear over night. Not sure what causes. I drink about 12 glasses of water daily. My right ankle feels tight most of the time. My doctor said that I was holding fluid and prescribed water pills. I took them for a while. The results were that my mouth felt really dry when I awoke at night. Further my eyes felt dry (Felt like I had to physically move my eyelids to get them to open. I have stopped using the water pills but my skin still flakes badly. I tried Eucerin lotion and got the best temporary results but not permanent. Any ideas?
