Q: Dead skin on foreskin and head of penis

Hello, I am 20, uncircumcised and I am only with one female partner. The cycle begins with white bumps on the top and inside of the foreskin, and the head of the penis. The bumps turn into dead skin and shed, leaving very sensitive raw skin underneath. There is some minor itching, and I relieve it by rubbing the bottom of the head, through the foreskin. I have been tested for all the normal STDs via blood and urine, with no positive results. This is my second out break, the first one just cycled through the dead skin, and with some gentle washing it completely cleared up. These out breaks begin after daily (or more) unprotected vaginal sex, with some minor oral. My partner has expressed no symptoms at all of any kind.

Thank you for your consideration.
