If you are adult enough to have sex, you are adult enough to take responsibility for your own acts. I would like nothing more than for you to realize that, and take responsibility for your own health and well being, and to protect your plans for the future from unforeseen problems like a baby.
Sex at your age is not love and care. It is pure lust, hormones and being in love. It is temporary at most. You might not think so now, but in 20 years time you will look back on this and know it to be the truth. Sucking on your boyfriends penis is not love and care. Do not blame your parents or anything else, you made the decision.
So to get back to your issue:
Pre-cum does not shoot out, and cannot be controlled by a man. It comes for the Cowper's glands, totally separated from ejaculation and semen. If you look at his penis head and it is wet, it is from pre-cum. If that did not happen, penetration will be difficult and painful. He cannot feel it, and he cannot control it. When he gets aroused, it starts to ooze out. It's got nothing to do with how close he is to ejaculating.
The danger of pre-cum is its ability to push out left over semen and sperm from his previous ejaculations, especially since he ejaculated twice just minutes before.
Your risk should be low, but it is not totally zero. The best will be to get emergency contraceptives like Plan B or Ella. It can only be sold over the counter to a woman or man at least 17 years old.
And please have the discussion with your boyfriend (and all future boyfriends) about condoms, and what you will allow and what not. He needs to know, no condom, no intercourse.
