Q: Cortisol postradiotherapy?

I have studied in my studies that the cortisol can be used as an anti-inflammatory drug to reduce skin redness, edema and fever. But in the same time, I have learned that corisol can be used (or prednisolone) to elevate neutrophil count in the blood in case the Bone Marrow gets affected by irrardiation due to chemotherapy or radiotherapy overdose.

So how does a glucocorticoid be used as an anti-inflammatory and in the same time to elevate neutrophils that can cause inflammation by tissue necrosis?
