concerned about genital warts

I recently noticed what appeared to be a shaving rash (small whiteheads) around the base of my penis and top of my testicles. I just starting looking closer and noticed that it goes up through my hair and even onto my lower adbomen. I was actually able to squeeze some of these lumps with a pair of tweezer and what appeared to be small lumps of flesh came out of them. I have only been sexually active with one person for the past nine months and have never noticed anything like this on her. Could this be genital warts?
