I'm pretty sure it's a polyp but I'm wondering if it could be throat cancer?

According to your symptoms (painful swallowing, productive cough) and medical history (throat polyp removed) you could be experiencing a chronic throat inflammation (chronic pharyngitis). Sometimes, chronic pharyngitis can cause polyp growth.

Polyps can also be due to neoplastic proliferation (tumor).
Throat cancer is a malignant tumor and it is the less possible option.
You may want to visit an ENT-specialist to check all the possibilities.
