Q: Chronic chapped lips that won't heal

My 4 yr old daughter has had chronic chapped lips for about a year now. I have tried Carmex, Aquafore,Chap-Aid, Blistex...etc..nothing helps and they will not get better.She has been to the dentist twice in the past year and been to her Pediatrician's office several times through out the year for different things...They keep telling me to just keep chapstick on her lips and they will get better..But now they are cracking and peeling and bleeding...I have also noticed that despite excellent oral hygiene, she has the worst smelling breath.It smells bad but kinda wierd at the same time..like traces of ammonia almost...It smells like sick people breath. She also has eczema..could this be an extension of that??Can kids get eczema on their lips?? Because we live in tx. which temperature wise is a pretty neutral state...but they won't get better. Any advice or comments would be greatly appreciated.
