Can I consider my 9 weeks test conclusive?

I tested negative at 3 weeks, negative at 6 weeks, negative 9 weeks.
Had unprotected sex with a woman of unknown status.

Symptoms: Swollen nodes (neck, groin), mild body aches (joints, muscles, abdomen), mild headaches, tiny tiny black spots on my neck, persistent flaky skin, strange rash (looks like pityriasis rosea), occasionally irritated throat, dry mouth, light fevers of 99.4 - 99.9 in the evening, wbc of 3.9 range 4.5 to 11.5.

What are the chances my 12 week test will become positive??
