Q: Bumps on head and facial hair area

My husband has had these pimple looking bumps all over his scalp and facial hair area.
doctor told him it's the shampoo he's using and from cutting his hair to short. She wanted to refer him to derm to get injections because there is this one area on the top back part of his head where he is'nt growing any hair, because he gets really big zit looking bumps that have puss inside. He's in a lot of pain from the pressure, and he always wheres hats because he's embarrassed

How short is too short? I would suspect that it is ingrown hair that could be causing it.
