Q: Bulge above testicle / penis

Hi, I have a slightly large bulge above testicle/penis slightly on right side on pubic region. It's not external, but internal, around the pubic region. What could be the cause of this? I don't notice any pain (yet). In that same area, I do notice "pimples" forming right above the bulge but I'm not sure if that is related. I recently had my outbreak on my penis from herpes, but I believe that is a seperate issue. I'm not sure if the bulge is even STI related even, but not sure. Is there anyone that can help?

I think that sounds like glands? I got this before particularly after a cold or when I've been run down.

So what are the effects of this and any cures or any other advise?

OK. I have more info. When I urinate, the bulge appears to "pop out" so it might have something to do with the path of the urine, or the area between my bladder and the penis where the urine comes out. It's far enough on the outside for me to be able to see the skin bulge out when I apply pressure as if I were to urinate or take a number 2.
