I've noticed this problem I had since I
was a kid but I didn't really bother with.
There seems to be a piece of skin that
pulls back the head of my penis to the
beginning of the shaft which is on the
top, sort of making a bridge of skin.
It's possible to put a small pencil
through it.
Is there a name for this problem? I want
to cut it myself due to the great
embarrassment of seeing a doctor.

Are you circumcised (IE do you have a
foreskin?)? It sounds to me like a skin
bridge, which normally is a result of
circumcision. You have to see a doctor
about it. Do NOT cut it yourself. The risk
for infection is incredibly high and it
can cause many problems down the road.
Having a doctor look at your penis is
nothing to be embarrassed about. They
probably see dozens of penises a week...
it's their job to help you with any
problems you might have with it.
