I was wondering how far down on the chest breasts should sit? I heard on Dr. 90210 (I think), that you measure from like the left nub on your collar bone down to the right nipple, and same on the other side, and they should be 21cm? Is that true? I was just wondering what is "normal?"

Normal?
We all have very different bodies, and I wouldnt think that that nutty plastic surgeon is really telling it like it is.. he is a plastic surgeon after all.
It depends on your age, your breast size, your weight, etc... there may be some formula for what is average, but you would have to take all those factors into account.
dont let that show make you think that you arent shaped properly!!
Also, most women have one breast that is larger than the other which would sort of make the same on both sides idea not quite right..
Normal.. that is such a goofy word when talking about the female body! Thats what makes us fantastic, is that we are all different!
Hope this is helpful somehow!
