Bleeding from belly button

my dad has been bleeding from his belly button for about 6 months now, he just recently told us now and my mother took a look @ his belly button and she said there is skin covering his belly button looks like he has no belly button @ all and there is a big circle looking thing around it and she said thats where it looks like the blood is coming out of. What does this mean? should i b worried for him ? because i am
