Am I a slow grower?

I am 14 and have a 7cm errect penis (2cm floppy) I have no pubic hair under my armpits and only a small blonde fuzz on my scrotum, when i was at a friends we got changed for a swim and i noticed that his penus was at least 4 times the size of mine, he had full pubic hair and was a lot taller than me. I am 150ish cm and weigh 54kg, i haven't been able to do sport for the past to years due to osgoodshlatters and there is no sign of it stopping... What can i do?
