allergy to water? the doctor call my condition exma

i think the doctor call my condition exma, when i get into to much contact with water my skin itches badly bumps apear & water leeks out. this isnt something that goes away its cronic & either tones down or flares real bad wich lasts for days. i can not go to a doctor anymore due to insurence & am running out of a persciption that only helped a little is there anything over the counter out there that could relieve me of my simtoms even a little. it can not be a water based cream, even lotions & wipes have a bad effect on me.
