Q: acne and facial hair

hi!i just wanted to ask that iam 25 years old and my periods are normal..but before my periods like a few days before i get acne and the brown spots remain for along time..and i have facial hair does it mean i have a harmonal imbalance?if yes then what type is it and what medication should i use?waiting for the reply..thanks
