Q: Abscess drained and skin still hard

I recently had an abscess on the joint of my elbow drained. The doctor told me to remove the packing after 48 hours.While removing packing I noticed there was still a 1 inch circle of hard skin still around incision. Is this just scar tissue? Is this normal?

same case for me but on my gluteous muscle area....dr cant explain it...
