Hi,
Welcome to ehealthforum,
The symptoms of your partner do suggest possibility of allergy to latex. There are other alternative birth control measures apart from latex condoms. You can have detailed discussion with a gynecologist about various forms of contraceptive measures. Birth control pills and hormonal devices usually work in preventing pregnancy effectively. They should be started however after adequate evaluation to prevent complications. Visit a gynecologist to see which birth control measure would suit your partner and get her started on it.
Take care.
